New Federal Budget; GDP Shows 2.6% Output in Q4

President’s New Budget Exceeds Spending Limit; Senate Passes Keystone Pipeline XL; GDP Disappoints in Q4

Policy Watch

  • President Obama is set to propose a federal budget on Monday that would exceed the $1.2 trillion spending limit established under the Budget Control Act of 2011 by $74 billion. The President’s proposal represents an increase of 7% in 2016 non-defense discretionary spending by $37 billion to $530 billion and would boost defense spending by $38 billion to $561 billion. The Congressional Budget Office announced on Monday that the federal budget deficit would fall to 2.6% of GDP ($468 billion) this year, which is the smallest shortfall since 2007 and close to the average over the past 50 years. The plan has drawn mixed reviews from Republicans. [WaPo]
  • The Senate voted 62-36 to pass legislation approving the Keystone XL oil pipeline on Thursday as nine Democrats joined all Republicans to authorize TransCanada Corp., the Canadian owner of the project, to proceed. The pipeline would move as many as 830,000 barrels of oil a day from Canadian oil sands to Gulf Coast refineries and would span 1,700 miles across six U.S. states. The House of Representatives, which approved a Keystone authorization bill in January, must now reconcile differences between amendments in the two measures before the final legislation can be sent to the White House. President Obama is expected to receive the bill within days, though he has threatened a veto as he claims the Congressionally-supported measure would undermine the State Department’s ongoing six-year review of the pipeline.   • The Senate Banking Committee voted 18-4 to advance a bill that would toughen economic sanctions against Iran if international negotiators fail to reach an agreement in the ongoing nuclear discussions in Geneva by the June 30 deadline. Six Democrats voted alongside the panel’s 12-member Republican majority in support of the measure cosponsored by Sens. Robert Menendez (D-NJ) and Mark Kirk (R-IL). The bill is not expected to be voted upon in the full Senate until March 24, and President Obama has maintained that he will veto any such legislation. [Reuters]

Economic Indicators & News

  • U.S. Gross Domestic Product disappointed economists with 2.6% output growth during the fourth quarter of 2014, though personal consumption expenditures grew impressively by 4.3%. Growth in fixed income investment declined, increasing by only 1.9% in Q4 compared with an increase of 8.9% in Q3. Federal government expenditures decreased 7.5%, in contrast to an increases of 9.9% in Q3, largely due to a 12.5% drop in defense spending. The chain-weighted price index, expected to rise 1.0%, remained stable last quarter while the core chain index, excluding food and energy, eased 0.7%. The market expectation was for 3.2% GDP growth in the fourth quarter. [BEA]
  • China became the top destination for foreign investment in 2014, surpassing the U.S. for the first time since 2003, as overseas financing in China reached $127.6 billion last year. Foreign investment in America plummeted to $86 billion from $230.8 billion in 2013, which contributed to the U.S. falling to third among all recipients of such investment, behind Hong Kong. Overseas investing fell 8% from 2013 to $1.26 trillion, due in part to rising geopolitical tensions around the world. [WSJ]
