Congress To Debate Campaign Finance Amendment; Lew Warns That Inversions Threaten Budget

On the Hill

  • The Senate has advanced a constitutional amendment that would give Congress and states greater power to regulate campaign finance with a 79-18 bipartisan vote to open debate on the legislation. The amendment would limit the scope of influence that large donors and Super PACs have in elections, and must secure a two-thirds majority vote from both the House and the Senate to become law. Senate Majority Leader Harry Reid also plans to introduce votes encouraging gender pay equity and raising the minimum wage before the end of this session of Congress. [Politico]

Economic Indicators

  • The Job Openings and Labor Turnover Survey (JOLTS) for July indicates that there were 4.673 million job openings as of the end of July, slightly below expectations of 4.705 million openings and down from the 4.675 million openings at the end of June, which was a 13-year high. Total hires were up to 4.9 million from 4.8 million in June, and layoffs and discharges affected 1.2% of workers. [Bloomberg]

  • Treasury Secretary Jack Lew has warned that American companies cutting their tax bills through foreign inversions threaten recent cuts to the U.S.’s budget deficit. Currently, a non-partisan congressional committee has concluded that one piece of proposed anti-inversion legislation would raise $20 billion of revenue over 10 years, which would be equal to less than a half of 1% of projected corporate tax payments over the same period.   • The Obama Administration is considering a major expansion of the scope of U.S. airstrikes in Iraq to target Islamic State forces and help Iraq’s new government retake control of lost territory. The new strikes are designed to have a wider effect and would work in accord with Iraqi combat forces on the ground. The president is not considering expanded strikes against ISIL leadership, though, nor does he plan to launch an air war into Syria. President Obama does want Congress to approve his proposal for a $500 million counterterrorism fund to help arm and train moderate Syrian rebels, however. [WSJ]
